Introduction


This is the project for the Systems Oriented Design course at the AHO master's programme in 2022. Our task was to research Ulsåk, which is a small village in Hemsedal, Norway. We targeted central issues in the community, and responded with a concept that we'll describe in this report. Our idea was to create a festival. The Ulsåk area has some lacking of basic needs, like shelter and safety. The purpose with the event is to make the needs obvious through applying more activity and people to the area. This will make an incentive for developing infrastructure that covers those needs. The development will also be supported by accumulated capital by making the festival annual, and constructing a long term plan. We engage the municipality and stakeholders through creating momentum. This report will show you how we’ll make that happen. Our brief was based on developing a property in Ulsåk owned by Anne Ulsaker, and to highlighting specific current challenges and future directions.

Ulsåk is a small village in Hemsedal, Norway. The area is historically known for agriculture, more specifically grass production. Now, it started developing into what it is today, making Hemsedal one of the most expensive and popular ski destinations in Scandinavia.




Field study


During the first weeks of the project, the group travelled to Hemsedal. We studied Hemsedal and Ulsåk, and visited Anne Ulsåker for an interview. We also attended the annual farmers market.

Desirable future and Undesirable future


Our predictable future is to make Ulsak be false by using Anna's properties to hold activities in Ulsak. Give people inUlsak good experience and engage people in Ulsak. We will build activities in Ulsak to earn money to build infrastructures in Ulsak.

If we don’t change anything, we have anticipated a number of cascading effects from climate change and have forecast the future we least expect in terms of the temperature, buildings, industry, nature, money, and population.

This is an inconspicuous place

People don‘t notice/ spend time in Ulsåk, they mainly pass through or go to Kiwi

We need to satisfy their basic needs:School, Shopping, Hospital



What is the problem and why is it a problem?


We used the Cause and Effect Diagram and the Iceberg to investigate what the true problems really are. That way, it’ll be easier to devide them into causes and effects. The visual explains how the different factors are connected, and the Iceberg shows the details of our findings.




Connected stakeholders


As a result, we aim to include more actors in our leverage point, including local youngsters and nearby shops, schools, and volunteer centers in addition to landowners and local merchants. We want Ulsåk to become a community where people are more connected to one another and can help one another.




How do we intervene Ulsåk?


Interventions - what, where, why

Ulsåk's present is examined in order to reveal both the problem and the potential. Additionally by speculating on the leverage pointss scenario in the future. We will now concentrate on how to intervene in Ulsåk in order to try to change the future circumstances we least want to experience and to devote the majority of our energy to creating the future we want.



Impact & Feasibility Map iteration


Through the impact & feasibility map, we ultimately selected what to include in the Snow Festival: marketplaces, games, tour routes, and concerts. We also unanimously approved the Festival plan. Through minor touch points, we hope to extend the festival's influence and transformation of the entire Ulsåk.




How the intervention works


By raising the means through the Snow Festival and possibly additional events (like the spring festival, we can grow the interest and economy of the area. Then we can push the interventions that we want to happen. This might take years, and great investment.

The growth and frequency will accumulate capital, and we can create a fund for investing. The investment will be dedicated to create infrastructure (and allow the event to grow in size, content and recognition every year).




The Roadmap


The road map is showing a plan or strategy intended to achieve a particular goal. As the vision explains, the goal is to develop Ulsåk further that supports the well-being of the local residents.




People and behaviour


This chart will show the top-down behavior that Ulsåk under the impact of the Snow Festival developed along with different people behaviouras and interactions, final vision that will achieve, and modifications that take place along the route.

Festival System


In order to describe the festival in more detail, we have drawn a user journey map. Tourists can see the promotion of festival on various platforms, from the city center to ulsak. Tourists can participate in activities according to the designed tourist routes.
At the same time, we have designed infrastructures such as toilets, monitoring and restaurants for the festival. We also designed the guide of the whole activity to guide tourists to participate in the activity.

We will use Anna's four properties to establish the festival system. We will establish a market in No. 1, because it has the largest space and is close to Kiwi, which can provide material support. Secondly, we will set up a landmark in No. 2 because it is close to the intersection. Then, we will set up game facilities in No. 3, and finally, we will set up exploration activities in No. 4. We will link the four lands together. Tourists can visit the activities in the four places, collect prizes, and finally exchange them in the market.

In the future, our desirable future is a combination of long-term activities and short-term festivals to build ulsak universes. At the same time, in the future, we will have more themed festival, for example, spring and autumn festival.
